[China Instrument Network Instrument R&D] On September 10, after the identification of scientific and technological achievements, the achievements of the “Research and Application of Key Technologies for Detection and Assessment of Power Grid Automation Systems” undertaken by the China Electric Power Research Institute have reached the international advanced level as a whole. The project has for the first time implemented detection and evaluation of power grid automation systems at home and abroad, which has greatly improved the stability, standardization and reliability of power grid automation systems.
The power grid dispatching automation system is the core of ensuring the safe and stable operation of the power grid. The investigation report of the United States “8.14” and other blackouts indicates that the failure of the power grid automation system and equipment is a key factor in causing blackouts and accidents. As the strong smart grid enters the stage of comprehensive construction, the operation and control characteristics of the power grid are becoming increasingly complex, and the integration degree and complexity of the grid automation system are also getting higher and higher, and the problems of its safety and stability are also increasingly prominent.
To this end, the project has built an overall framework for the detection and evaluation of power grid dispatch automation systems based on typical test cases; proposed a closed-loop disturbance simulation method that relates disturbance data and grid full-section data to achieve multiple time scales and multiple voltage levels. Customizable grid disturbance environment simulation for different scales of accidents; proposed the construction method of standard interoperability testing framework based on markup technology, built a special standard interoperability testing platform and on-line monitoring and evaluation system of main station operational status indicators; The monitoring method of substation integrated monitoring system was established and the detection platform was built. The integrated intelligent component detection environment was constructed and the simulation test of intelligent component operation was implemented. The research results of the project have been fully applied in the company's grid dispatch automation system, integrated monitoring system of substations, routine detection of smart components, and network access detection; and online inspections of dispatching systems have been conducted in Jiangsu, Gansu, Henan, Ningxia, and other provincial-level control centers. For practical applications, centralized evaluation of system operating status was implemented for the first time, improving the reliability of system operation.
This project has ensured China's leading position in the same technology and filled gaps in the well-known foreign testing organizations such as KEMA in the Netherlands and TUV in Germany. It also made up for the insufficiency of domestic and foreign power grid automation system equipment products and ensured the safety and reliability of the power grid automation system. The operation has played an important role.
